Hey,
Im building a Turbo system for a 99 Honda Accord F23 4cyl.
Stock the car puts down 150hp. Im looking for about 300.
I have a Garrett GT2860R that I will be putting on the motor.
The internals will remain stoc for now and are good to about 8psi or maybe 220hp. Im will do th internals later. This car is a daily driver and needs to be reliable as well as pass inspection in NY. I purchased a chipped OBD1 Honda P28 Ecu that plugs in and has full tuning features. The problem with this approach is what do I do when I need to get this thing inspected? I would rather not screw around with sticking the factory ecu back in and forcing the wastgate open on every inspection.

Will the XFC be suitable for my needs?

Some states use an actual emissions dyno and testing equipment to determine whether a vehicle passes emissions or not. Other states simply hook up an OBD-II scanner to the vehicle to determine whether or not it will pass the OBD-II standard only.

New York is a state that uses an OBD-II scanner, not an emissions dyno. http://www.nydmv.state.ny.us/repairshop.htm#NYVIP . For the purposes of emissions testing, your 1999 Honda Accord must present valid OBD-II information to the NY OBD-II testing equipment. With an OBD-I ECU, I believe your vehicle will fail emissions testing (due to your lack of OBD-II compliance). An XFC will not change this situation if you are using an OBD-I computer on an OBD-II vehicle. Though the XFC is an appropriate controller for this situation, you require OBD-II compliance, not OBD-I compliance. The position of your wastegate should have no affect for NY emissions testing, based on your lack of OBD-II compliance.

To pass emissions, you should have an OBD-II compliant ECU. The XFC will allow you to handle your turbo and MAINTAIN OBD-II compliance (if properly installed and tuned).
